Residential fence projects in Florida are generally governed by local requirements. Depending on where a property is located, fence standards may address placement, height, materials, visibility, and permitting.

Regardless of who installs the fence, certain requirements may apply before construction begins.
Local rules often address property boundaries, visibility near streets or driveways, easements, rights-of-way, drainage considerations, and public safety. Florida also has statewide utility, pool safety, coastal, and other requirements that may apply before fence work begins.
HOW FENCE RULES ARE ORGANIZED
Florida uses a statewide building code framework, but ordinary residential fence rules are still largely administered at the local level. Local governments may apply zoning, development, permitting, and design requirements, while the state also maintains certain statewide rules that apply in specific subject areas.
Depending on where a property is located, fence requirements may come from city ordinances, county regulations, zoning or land development ordinances, planning or building departments, and statewide utility, coastal, or safety standards. These systems operate independently and are not maintained in one central source. Which fence rules apply depends on which authority governs the property’s location.
STATEWIDE FENCE LAWS THAT APPLY EVERYWHERE IN FLORIDA
While most fence placement and height rules are established locally, Florida law also includes statewide requirements that may apply regardless of city or county permitting.
Examples include:
• requirements to notify utility operators before digging,
• residential swimming pool safety and barrier requirements,
• coastal construction control line requirements in certain coastal areas, and
• legal fence and livestock provisions that may affect some rural, agricultural, or mixed-use properties.
