The primary fence ordinance source is the City of Doral Land Development Code, chapter 74, article V, division 1, Fences, Walls, Docks, Bus Shelters and Hedges.
The Building Department administers building permits, plan review, and inspections. The Planning & Zoning Department handles zoning regulations, code interpretation, development standards, and zoning-related review. The Code Compliance Department handles complaint-based enforcement and public-facing permit-compliance oversight.
City of Doral does not rely on a single short fence handout alone. The controlling standards are split between the adopted code and the City’s Building Department permit materials and fence detail documents.
PERMIT AND APPROVAL REQUIREMENTS
• Building Permit: A Building Permit is required for residential fences in City of Doral.
• Code Basis: The City code states that permits are required for all walls and fences.

FENCE HEIGHT AND VISIBILITY RULES

MATERIAL AND CONSTRUCTION LIMITS
• Wire Fences: Wire fences are permitted unless otherwise prohibited by the code.
• Barbed Wire: Barbed wire is limited to business and industrial districts under stated conditions. It is not a standard residential fence material under the City’s published rules.
• CBS and Decorative Masonry Walls: Each side of a CBS wall must be completely finished with stucco and paint. Each side of a decorative masonry wall must be completely painted.

PRIVATE RESTRICTIONS
HOA rules, private covenants, easement agreements, and subdivision restrictions operate independently of City of Doral regulations and may be more restrictive than the City’s published fence rules.
